Comparison: State vs. Federal
• Rules. Tennessee's closure and post-closure rules for hazardous waste treatment, storage, and disposal facilities (TSDFs) are the same as federal requirements, with some additional state provisions relating to the closure plan, fees, and documents submitted to the Tennessee Department of Environment and Conservation (TDEC).
In addition to complying with the general closure and post-closure standards, owners and operators of the various types of TSDFs have to meet closure and post-closure standards specific to their facility types. Tennessee follows the federal rules specific to chemical or biological treatment, containers, containment buildings, drip pads, hazardous waste storage tanks, incinerators, hazardous waste landfills, land treatment units, miscellaneous units, surface impoundments, thermal treatment, and waste piles.
• Administration and enforcement. TDEC's Division of Solid and Hazardous Waste Management administers and enforces the TSDF closure and post-closure requirements in Tennessee.
