Comparison: State vs. Federal
• Rules. Virginia incorporates by reference the federal rules for closure and post-closure rules of hazardous waste treatment, storage, and disposal facilities (TSDFs). In addition to complying with the general closure and post-closure standards, owners or operators of the various types of TSDFs have to meet closure and post-closure standards specific to their facility types. Virginia follows the federal rules specific to facilities using containers, hazardous waste tanks, hazardous waste landfills, land treatment units, and surface impoundments. The state has additional requirements for the closure of underground storage tanks. See the state section UNDERGROUND STORAGE TANKS for more information.
• Administration and enforcement. DEQ's Division of Land Protection and Revitalization administers and enforces the closure and post-closure requirements for TSDFs in Virginia.
