· Rules. Hawaii adopts by reference the U.S. Environmental Protection Agency's (EPA) Hazardous Waste Generator Improvements Rule, effective in Hawaii as of September 30, 2018. Not adopted by reference are the federal alternative requirements for hazardous waste determination and accumulation of unwanted material for laboratories owned by eligible academic entities. · Administration and enforcement. The Hawaii Department of Health’s (DOH) Solid and Hazardous Waste Branch administers and enforces the hazardous waste generator regulations in Hawaii.
