Comparison: State vs. Federal
• Rules. Alabama follows the federal requirements for tanks that store or treat hazardous waste, with an additional requirement for the external liner system of a tank's secondary containment system. Owners and operators of hazardous waste treatment, storage, and disposal facilities (TSDFs) that use hazardous waste tanks must also comply with additional permit application requirements and pay several state permit and facility fees. The state's more stringent permit standards and fees are reviewed in the state section TSDF PERMITS.
• Administration and enforcement. ADEM's Governmental Hazardous Waste Branch administers and enforces the rules for hazardous waste tanks in Alabama.
