Administration and enforcement. Utah's hazardous waste management program is authorized by the EPA and administered by the Utah Department of Environmental Quality's (DEQ) Division of Waste Management and Radiation Control (with a few exceptions where administration is by the EPA). However, when new LDRs are issued under the Hazardous and Solid Waste Amendments (HSWA) to the Resource Conservation and Recovery Act, EPA's Region 8 Office will administer these new regulations until the time that equivalent or more stringent rules are adopted in Utah.
