Rules. Alabama follows the federal rules for land treatment. In addition, owners and operators of hazardous waste treatment, storage, and disposal facilities (TSDFs) who engage in land treatment activities must comply with additional permit application requirements and pay several state permit and facility fees. Administration and enforcement. The Alabama Department of Environmental Management's (ADEM) Governmental Hazardous Waste Branch administers and enforces the land treatment rules in Alabama.
