· Rules. Illinois follows the federal rules for land treatment facilities. In addition, owners and operators of hazardous waste treatment, storage, and disposal facilities (TSDFs) that engage in land treatment activities must comply with additional permit application requirements and pay several state permit and facility fees. · Administration and enforcement. IEPA's Division of Land Pollution Control administers and enforces the land treatment requirements in Illinois.
