Rules. Montana requires owners and operators of land treatment facilities to comply with the federal land treatment facility rules, which it incorporates by reference. In addition, owners and operators of hazardous waste treatment, storage, and disposal facilities (TSDFs) that engage in land treatment activities must comply with additional permit application requirements and pay several state permit and facility fees.
