Comparison: State vs. Federal
• Rules. Tennessee has adopted the federal land treatment requirements. In addition, Tennessee requires owners and operators of hazardous waste land treatment facilities to comply with state permit application requirements, including stringent facility location standards that go beyond the federal requirements for treatment, storage, and disposal facility (TSDF) permits. Unlike the federal rules, permitted land treatment facilities in Tennessee must pay various permit fees as well as an annual facility maintenance fee. • Administration and enforcement. The state's land treatment requirements are administered and enforced by the Tennessee Department of Environment and Conservation's Division of Solid and Hazardous Waste Management.
