Rules. Utah follows the federal requirements for land treatment facilities. In addition, owners and operators of hazardous waste treatment, storage, and disposal facilities (TSDFs) that engage in land treatment activities must comply with additional permit application requirements, including an application fee. Administration and enforcement. The Utah Department of Environmental Quality's (DEQ) Division of Waste Management and Radiation Control administers and enforces the land treatment facility requirements in Utah.
