· Rules. Virginia adopts by reference the federal land treatment rules. In addition, owners and operators of hazardous waste land treatment facilities must comply with the state's permit certification requirements and pay state permit application and permit certification fees. · Administration and enforcement. DEQ's Waste Division administers and enforces the land treatment facility requirements in Virginia.
