Comparison: State vs. Federal
• Rules. In addition to the federal regulations for the management of polychlorinated biphenyls (PCBs) and PCB items, the ADEQ regulates PCBs in state waters through its state drinking water standards and monitoring and testing regulations. Arizona follows federal rules that require a drinking water system to notify the public if the PCB levels exceed the maximum contaminant level of 0.5 parts per billion. • Administration and enforcement. EPA Region 9's PCB Program regulates the manufacture, processing, distribution in commerce, use, cleanup, storage, and disposal of PCBs in Arizona mandated under the Toxic Substances Control Act (TSCA). In addition, EPA Region 9 also provides technical assistance to businesses to ensure the proper registration, storage, and disposal of items containing PCBs.
