Rules. Polychlorinated biphenyls (PCBs) in Iowa are regulated under the Toxic Substance Control Act (TSCA) by EPA Region 7. For a discussion of the federal rules, see the national section PCB MANAGEMENT.

Iowa has state requirements for the demanufacturing of appliances before disposal in order to ensure the proper removal and disposal of electrical parts containing PCBs and other substances. Administration and enforcement. The DNR administers and enforces the state regulations for PCB management in Iowa, and the EPA is responsible for administration and enforcement of the federal rules under TSCA.
