Rules. Oklahoma prohibits the disposal of polychlorinated biphenyl (PCB) waste at a solid waste disposal facility. PCB disposal is further regulated under the federal Toxic Substance Control Act (TSCA) and its rules, which are described in the national section PCB MANAGEMENT. TSCA is not delegated to the state of Oklahoma. Questions regarding PCBs should be directed to EPA Region 6 in Dallas, Texas. Mixtures of hazardous waste and PCBs are regulated by both EPA and DEQ. Both the TSCA and hazardous waste regulations apply to such mixtures.

Administration and enforcement. EPA enforces the federal regulations for PCB disposal and storage in Oklahoma. DEQ administers and enforces the PCB and hazardous waste prevention and detection program in Oklahoma.

OAC 252:515-19-31

The disposal of any quantity of hazardous, radioactive, or regulated PCB waste at a solid waste disposal facility is prohibited in Oklahoma.
