Rules. The Indiana Legislature repealed the Responsible Party Transfer Law. However, the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) provides for innocent landowner defenses on federal properties where "all appropriate inquiry" has been conducted.
