Comparison: State vs. Federal
• Rules. Minnesota's waste management rules include many of the federal Resource Conservation and Recovery Act's (RCRA) rules, as well as more stringent state requirements for hazardous and solid (nonhazardous) waste management and USTs. Minnesota has received RCRA authorization from EPA. RCRA authorization allows MPCA to administer and enforce the state's hazardous waste, solid (nonhazardous) waste, and UST management programs.
