Rules. Arizona has incorporated by reference the federal surface impoundment requirements, including the federal organic air emissions standards. Unlike under the federal rules, in Arizona, owners and operators of surface impoundments pay several state permit and facility fees.

Administration and enforcement. ADEQ's Waste Programs Division administers and enforces the surface impoundment requirements in Arizona.

State Requirements

PERMIT AND FACILITY FEES

Owners and operators of surface impoundments in Arizona pay a permit application fee as well as an annual registration fee. Facilities that use surface impoundments for disposal of hazardous waste pay a fee per ton of waste disposed.
