Comparison: State vs. Federal
• Rules. New Jersey's rules for hazardous waste treatment, storage, and disposal facilities (TSDFs) include the federal rules and additional and more stringent state requirements in connection with contingency plans, manifests, permits and fees, closure and post-closure, groundwater, and pollution prevention. Unique to New Jersey are its definitions of, and regulatory requirements for, TSDFs defined as "a major hazardous waste facility" and those defined as a "major facility."
• Administration and enforcement. DEP's Solid and Hazardous Waste Management Program administers and enforces the TSDF requirements in New Jersey.
