• Rules. Alabama is a National Pollutant Discharge Elimination System (NPDES)-delegated state with general permitting authority. The Alabama Department of Environmental Management's (ADEM) water quality regulations contain the state's NPDES permit program rules. Alabama's NPDES permit rules follow the federal requirements, except that Alabama has more stringent requirements for permit application information, fees, and site-specific monitoring requirements.
