Rules. Oregon is authorized by EPA to administer the NPDES permit program, including the NPDES pretreatment program. The state has adopted by reference the federal pretreatment standards under Section 307 of the Clean Water Act and 40 CFR 405 through 40 CFR 471. All owners of publicly owned treatment works (POTW) who receive industrial waste and are subject to federal or state pretreatment standards must develop and implement a pretreatment program for controlling those industrial contributors. The program must be submitted to DEQ for approval.
