Rules. Arizona is authorized by the U.S. Environmental Protection Agency (EPA) to administer the federal National Pollutant Discharge Elimination System (NPDES) permit program, including for stormwater discharges associated with industrial facilities, construction activities, and municipal separate storm sewer systems (MS4s).
