· Rules. Hawaii is fully authorized by the U.S. Environmental Protection Agency (EPA) to administer the National Pollutant Discharge Elimination System (NPDES) permit program for stormwater discharges. The state’s NPDES general permits regulate stormwater associated with industrial activity, stormwater associated with construction activity, and stormwater associated with municipal separate storm sewer systems (MS4s).
