Comparison: State vs. Federal

Rules. Louisiana is authorized to administer the National Pollutant Discharge Elimination System (NPDES) permit program (known in Louisiana as the Louisiana Pollutant Discharge Elimination System (LPDES) permit program), including stormwater permit authority. State-specific provisions that were added to the baseline federal general permit include annual and semiannual monitoring requirements. See the national section STORMWATER—GENERAL to review the federal stormwater permitting program and the state sections STORMWATER—INDUSTRIAL FACILITIES, STORMWATER—CONSTRUCTION ACTIVITIES, and STORMWATER—MUNICIPALITIES for information on the state requirements for specific stormwater discharges.

Administration and enforcement. DEQ's Water Permits Division is responsible for the administration and enforcement of the state's LPDES permit program.
