Rules. Mississippi is fully authorized by the U.S. Environmental Protection Agency (EPA) to issue general National Pollutant Discharge Elimination System (NPDES) permits for the discharge of stormwater. Mississippi issues both general and individual permits for industrial activities, construction, and municipal separate storm systems (MS4s). The state does not impose any fees for stormwater discharge permits. Mississippi has established industry-specific general permits for hot mix asphalt, mining, hydrostatic testing, wet deck log spray, and the ready-mix concrete industry.

Mississippi follows federal requirements for stormwater discharge permits, but includes requirements for the submission of a Stormwater Pollution Prevention Plan (SWPPP) with the Notice of Intent (NOI) for coverage for permits covering industrial facilities and construction activities.
