· Rules. Nebraska is authorized to administer the federal National Pollutant Discharge Elimination System (NPDES) program for stormwater discharges. The state issues individual permits and general permits for discharges associated with industrial facilities, construction activities, and municipal separate storm sewer systems (MS4s).
