• Rules. Pennsylvania is fully authorized to administer the National Pollutant Discharge Elimination System (NPDES) permit program, including for point source discharges related to stormwater. Pennsylvania generally follows the federal permitting regulations for stormwater discharges under 40 CFR 122.26. As a result of the state's permit authorization, Pennsylvania has developed its own general permits covering stormwater discharges associated with industrial facilities, construction activities, and municipal separate storm sewer systems (MS4s).
