Rules. Alabama is authorized by the U.S. Environmental Protection Agency (EPA) to administer the National Pollutant Discharge Elimination System (NPDES) permit program for stormwater discharges associated with municipal separate storm sewer systems (MS4s). Administration and enforcement. ADEM's Water Division administers and enforces the requirements for Alabama's NPDES stormwater discharge permits for MS4s.

Large and Medium MS4s

Alabama issues individual permits for large and medium MS4s in the state. NPDES permits issued to operators of large or medium MS4s or a separate municipal stormwater sewer determined by the ADEM or the EPA to be discharging pollutants that violate state water quality standards must submit an annual report that includes:

  • The status of implementing the components of the stormwater management programs that are established as permit conditions
