• Rules. Arkansas is fully authorized by the U.S. Environmental Protection Agency (EPA) to administer and enforce the National Pollutant Discharge Elimination System (NPDES) permit program in Arkansas, including for stormwater discharges associated with municipal separate storm sewer systems (MS4s). Arkansas follows the federal MS4 stormwater permitting requirements, including the stormwater management program requirements. • Administration and enforcement. ADEQ's Water Division administers and enforces stormwater discharge permit rules for MS4s in Arkansas.
Operators of large, medium, and regulated small MS4s require authorization to discharge pollutants under a NPDES permit. Regulated small MS4 operators have the option of choosing to be covered by an individual permit, a general permit, or a modification of an existing Phase I MS4's individual permit. Large and medium MS4s must operate under an individual permit.
