Rules. Delaware is fully authorized to administer the National Pollutant Discharge Elimination System (NPDES) permit program and issues individual permits for Phase I and Phase II municipal separate storm sewer systems (MS4s). Administration and enforcement. DNREC's NPDES stormwater regulations for MS4s are administered and enforced by DNREC's Division of Water. DNREC's sediment and stormwater regulations are administered by DNREC's Division of Water.
