Rules. Illinois is authorized by the U.S. Environmental Protection Agency (EPA) to administer the federal National Pollutant Discharge Elimination System (NPDES) permit program, including general and individual permits for stormwater discharges associated with municipal separate storm sewer systems (MS4s). The state follows the federal permitting regulations for MS4 stormwater discharges. See the national section STORMWATER - MUNICIPALITIES for more information.

In Illinois, some municipalities and counties have additional requirements for stormwater discharges.

Administration and enforcement. IEPA's Division of Water Pollution Control administers and enforces the stormwater discharge permit regulations associated with MS4s.

State Requirements


Under Phase I of the NPDES Stormwater Program, medium and large MS4s were required to obtain NPDES coverage.

Under Phase II, small MS4s in urbanized areas are required to obtain NPDES permits and implement six minimum control measures. Illinois has developed a general stormwater permit for small MS4s. To obtain a general permit, operators must submit a completed copy of the Notice of Intent (NOI) for MS4s to the IEPA, a copy of which can be accessed in Forms in this section. ...
