Rules. Indiana has authority from the U.S. Environmental Protection Agency (EPA) to administer the National Pollutant Discharge Elimination System (NPDES) program, which includes stormwater discharges associated with municipal separate storm sewer systems (MS4s). Indiana issues an individual MS4 permit to Indianapolis and general permits for most other Phase II MS4 entities. Administration and enforcement. IDEM's OWQ is responsible for the administration of the stormwater discharge permit rules in Indiana. A permittee is required to report any noncompliance to IDEM's Office of Enforcement within 1 business day from the time it has knowledge of noncompliance.
