Rules. The Kentucky Department for Environmental Protection (DEP) is authorized by the U.S. Environmental Protection Agency (EPA) to administer the National Pollutant Discharge Elimination System (NPDES) permit program for point source discharges, including those related to stormwater associated with municipal separate storm sewer systems (MS4s). Kentucky has individual and general permits available for MS4s. See the national section STORMWATER—MUNICIPALITIES for more information on the federal requirements.

Administration and enforcement. DEP's Division of Water administers and enforces the stormwater discharge permit rules for MS4s in Kentucky.
