• Rules. Louisiana is authorized to administer the National Pollutant Discharge Elimination System (NPDES) permit program (known in Louisiana as the Louisiana Pollutant Discharge Elimination System (LPDES) permit program), including stormwater general permit authority for municipal separate storm sewer systems (MS4s). State-specific provisions that were added to the baseline federal general permit include annual and semiannual monitoring requirements. • Administration and enforcement. DEQ's Water Permits Division is responsible for the administration and enforcement of the state's LPDES MS4 stormwater permit program.
Louisiana requires large, medium, and small MS4s to be covered by an LPDES stormwater permit. The MS4 systems that are required to obtain permit coverage include:
- In urbanized areas (UAs), all core cities, plus any other MS4s operating within the UA unless specifically waived by the Louisiana Department of Environmental Quality (DEQ).
