Rules. Mississippi is fully authorized by the U.S. Environmental Protection Agency (EPA) to issue National Pollutant Discharge Elimination System (NPDES) permits for the discharge of stormwater associated with municipal separate storm systems (MS4s). The state does not impose any fees for stormwater discharge permits.

Administration and enforcement. DEQ's Environmental Permits Division and Surface Water Division share responsibility for the administration and enforcement of stormwater permits in Mississippi.
