Rules. North Carolina is authorized by the U.S. Environmental Protection Agency (EPA) to administer the federal National Pollutant Discharge Elimination System (NPDES) program for wastewater discharges, including stormwater discharges associated with municipal separate storm sewer systems. The state generally follows the federal stormwater permit rules for MS4s. See the national section STORMWATER—MUNICIPALITIES for more information on the federal municipal stormwater requirements.

Administration and enforcement. DENR's Stormwater Permitting Program administers the state stormwater management program and the federal NPDES stormwater management program for stormwater discharges associated with municipal separate storm sewer systems (MS4s) in North Carolina.
