Arkansas Telephones: What you need to know

State law, which preempts local ordinances, prohibits use of handheld cell phones and other electronic communication devices by drivers under age 21 unless the call is to report an emergency (AR Code Sec. 27-51-1602).

All drivers are prohibited from making cell phone calls when driving in school zones and construction zones.
Arkansas has passed “Paul’s Law , which prohibits drivers from using handheld wireless devices to send or read text messages or other interactive communications while operating a vehicle (AR Code Sec. 27-51-1501et seq.).
Handheld wireless devices may be used to send messages in emergency situations. Emergency personnel are exempt from the law while performing official duties.
