North Carolina HAZWOPER : What you need to know

North Carolina has adopted by reference the federal rules for hazardous waste operations and emergency response (HAZWOPER) in general industry workplaces (13 NCAC 7F.0101), and has added a new level of training for emergency responders that is stricter than federal rules.

The North Carolina Department of Labor/Occupational Safety and Health Division administers the safety and health rules for private and public sector workplaces in the state.

Training-First Responder Operations Plus
13 NCAC 7F.0103

North Carolina has additional training requirements for first responders who respond to vehicle fuel tank leaks. These requirements include all those from the first responder level and additional training in:

  • Selection and use of specialized PPE
  • Understanding of hazardous materials terms pertaining to hydrocarbon fuels
  • Understanding of risk assessment techniques for fuels
  • Performing control, containment, or confinement operations for various fuels with available resources and PPE
  • Implementation of decontamination procedures
