Rules. Federal safety and health program requirements for hazard communication govern all private sector (private businesses and nonprofit organizations) workplaces. Idaho does not have its own workplace safety and health regulatory program for the private sector.
The state has adopted its own rules for worker right-to-know for public sector (government offices and operations, fire departments, public schools, and other political subdivisions) employers.
Administration and enforcement. OSHA administers and enforces the Hazard Communication Standard (HCS) requirements for private sector employers in Idaho. IDBS administers and enforces the HCS requirements for public sector employers.

Public sector employers must protect their employees from entering or working in any place of employment that is unsafe unless that employee has the appropriate training, is properly equipped, and is authorized to go to or be in such place. Training must include on-the-job instruction in the safe use of hazardous/toxic materials before assignment to jobs involving such exposures.
