· Rules. Louisiana is not a "state plan" state; that is, it does not have a federally approved workplace safety and health regulatory program. Therefore, private sector (private businesses and nonprofit organizations) employers are governed by the requirements of the federal Hazard Communication Standard. There are no state or federal hazard communication rules that govern public sector (state and local government offices and operations) workplaces in Louisiana.
Louisiana has incorporated by reference the federal hazard communication rule, which applies only to the workplaces of the Department of Public Safety and Corrections (DPSC).

· Administration and enforcement. OSHA administers and enforces occupational safety and health, including hazard communication requirements, in the private sector in Louisiana. DPSC administers the hazard communication requirements at its workplaces.
