· Rules. Ohio is not a "state plan" state; that is, it does not have a federally approved occupational safety and health regulatory program. Therefore, private sector employers (businesses and nonprofit organizations) are governed by the federal hazard communication requirements.
Public sector employers (state, county, and municipal governments, school systems, commissions, etc.) must follow state workplace safety and health requirements. The state has adopted the federal hazard communication requirements by reference. · Administration and enforcement. OSHA administers and enforces occupational safety and health, including hazard communication requirements, in the private sector workplace. BWC administers and enforces public sector hazard communication requirements.
