· Rules. . Oklahoma does not have a federally approved occupational safety and health regulatory program; therefore, private sector employers are governed by the federal hazard communication requirements. Public sector employers in Oklahoma must follow the state hazard communication requirements. The state has adopted the federal hazard communication standard by reference.
