Texas is not a “state-plan” state; that is, it does not have its own occupational safety and health regulatory program. The federal rules govern workplace safety and health in the private sector (private businesses and nonprofit organizations). There are no federal or state workplace safety laws that cover public sector workplaces (state and local government offices) except for the Texas Hazard Communication Act (THCA).
