· Rules.North Carolina follows the federal hazardous materials regulations for hazardous materials motor carriers.
In addition to a commercial driver's license, anyone carrying hazardous materials in amounts requiring placards is required to have a hazardous materials endorsement. · Administration and enforcement. DCCPS's Motor Carrier Enforcement Section is responsible for enforcing the hazardous materials regulations and the motor carrier safety regulations in North Carolina.
